The Success Story of Regulated United Europe

The Success Story of Regulated United Europe

Regulated United Europe (RUE) started life as a small Estonian law firm and has grown into an international group providing comprehensive support in corporate, tax and financial law, as well as in the regulation of the crypto industry and fintech projects. Over the years, the company has built a strong reputation as a reliable legal partner for entrepreneurs from around the world.

From the outset, Regulated United Europe has been committed to building a practice based on transparency, innovation, and professional expertise. Founded in Estonia in 2016, the company initially offered company registration and support services for non-residents. In its early years, the team launched the Estonia-Company.ee website, one of the first tools to help foreign investors establish businesses in Estonia remotely.

Gradually, Regulated United Europe expanded its activities to provide clients with legal and accounting support in various European countries, including Lithuania, the Czech Republic, and Poland. Its client and partner base grew rapidly during this period, and an international team of lawyers, accountants, tax advisors and compliance specialists was formed. The company also began actively participating in industry conferences such as Blockchain Life and the AIBC Summit in Malta and Dubai, thereby strengthening its status as an international expert in financial regulation and crypto technologies.

Obtaining the FIU000186 licence in Estonia was an important milestone in the company’s development. This allowed Regulated United Europe to officially provide corporate and trust services, thereby increasing confidence among clients and regulators alike. The next stage was opening branches in other EU countries, enabling RUE to deliver services in line with local legislation and language specifics.

By 2020, Regulated United Europe had secured its position as one of Estonia’s leading consulting companies, achieving a ‘Very Good (AA)’ rating in the ‘Strongest in Estonia’ project — a status awarded to only a select few companies with impeccable financial histories and strong reputations. In subsequent years, the firm consistently demonstrated its reliability, maintaining high positions in national rankings.

As its client base and international projects grew, the need arose for a unified communication and information platform, leading to the launch of the modern portal RUE.ee. Developed in 14 languages, the site became a hub for interaction with clients from Europe, Asia, Latin America and the Middle East. At the same time, the company introduced its own accounting system tailored to the needs of international clients.

Since 2022, Regulated United Europe has focused on developing its expertise in virtual asset regulation and crypto licensing under European law. The team has been actively preparing for the implementation of the MiCA Regulation by creating internal compliance standards and advising clients on CASP licensing in Estonia, Lithuania, Poland, the Czech Republic, Malta and other EU countries. Regulated United Europe became one of the first consultants to offer clients comprehensive support under MiCA, including assistance with documentation preparation, engagement with national regulators, and adapting business models to European requirements.

Today, Regulated United Europe brings together over 30 highly qualified lawyers and consultants from more than ten countries, supporting startups, fintech platforms, and crypto projects. The company’s key areas of expertise include licensing, tax planning, compliance audits, the development of AML/CFT internal policies, the structuring of international operations and the opening of bank accounts for crypto companies.

RUE’s secret to success lies in its combination of professional competence, attention to detail and personalised approach to each project. The company builds long-term relationships with its clients by combining legal precision, transparency and an in-depth understanding of financial and technological processes. Thanks to this, Regulated United Europe has become a strategic partner, not just a consultant, for those building businesses in a rapidly changing digital world.

The Beginning of the Story: Estonia as a digital state, creation of the accounting department, expansion of the client base into new geographies.

The history of Regulated United Europe begins in Estonia, one of the most technologically advanced and digitally savvy countries in Europe. By 2016, the country had firmly established itself as a pioneer in e-governance and innovative business solutions. The e-Residency programme, launched by the Estonian government, offered foreign entrepreneurs the unique opportunity to run businesses remotely. Thanks to this tool, non-residents could register a company online and manage it fully remotely — from signing documents to filing tax reports. Our company became a partner of the e-Residency programme and was featured on the official website of this state initiative.

Thanks to its favourable tax regime, straightforward corporate procedures and relatively low business maintenance costs, Estonia has become one of the most attractive hubs for international investors, start-ups and IT companies. Against this backdrop, our company began to grow rapidly, providing foreign clients with comprehensive support in setting up and managing Estonian corporate structures. Significant results were achieved in the first years of activity: over 1,200 companies were established with the help of our team, uniting entrepreneurs from over 70 countries worldwide.

Recognising the importance of high-quality financial support, the company established its own accounting department specialising in servicing international clients during this period. The multilingual accounting team provided accurate reporting, timely document submission and full compliance with the Estonian Tax and Customs Board’s requirements. Thanks to this, our clients received a complete infrastructure for sustainable business operations in a digital jurisdiction, not just a company registration solution.

Crypto Licences in Estonia and the Rapid Development of Virtual Currencies

The growing popularity of cryptocurrencies and blockchain technologies marked the next important stage in Regulated United Europe‘s development. By the time Estonia began actively forming its legal framework for regulating virtual currencies, the company had already secured a strong position among the leading providers of corporate services to foreign clients. The next logical step was to expand our services and adapt existing solutions to meet the new demands of the crypto industry.

Recognising the potential of this sector, we were among the first in the country to support clients in launching businesses in the virtual assets field. We adapted corporate and accounting procedures to suit companies working with cryptocurrencies, and began offering consultations on licensing in accordance with Estonian legislation and the requirements of the Financial Intelligence Unit (FIU).

To ensure a high level of expertise, we engaged lawyers who specialise in digital finance and the legal regulation of virtual assets. Our employees underwent specialised training in AML/CTF, internal controls and compliance requirements for crypto operators. This has enabled us to develop a comprehensive approach, covering everything from company registration to obtaining licences and implementing compliance procedures.

Additionally, Regulated United Europe became one of the first law firms in Estonia to accept payment for its services in cryptocurrency. This step not only underscores the company’s openness to innovation, but also its deep understanding of the technological and legal aspects of the digital economy. Thanks to its timely adaptation to, and proactive response to, market trends, RUE has strengthened its reputation as one of Estonia’s leading experts in crypto licensing and legal support for blockchain-based businesses.

Participation in crypto conferences and strengthening its position as a leading company in the crypto sector

The period of rapid growth in interest in virtual assets and the surge in Bitcoin’s value marked a turning point in Regulated United Europe‘s development. The sharply increased demand for registering cryptocurrency companies in Estonia revealed the formation of a new economic sector requiring not only legal support, but also an in-depth understanding of regulatory specifics, financial processes and associated risks. In response to these changes, our company made the strategic decision to establish the support of crypto projects as one of the core areas of its business.

This marked the beginning of a new phase in RUE‘s development, focusing on international integration and expanding expertise. Our team has actively participated in leading global forums and crypto conferences, including Blockchain Life and the AIBC Summit in Malta and Dubai. These events provided important opportunities for knowledge exchange and partnership building with companies from Asia, the Middle East and Latin America, as well as for studying global trends in digital asset regulation. By participating in these international events, the company strengthened its brand and became part of the professional community shaping the future of the industry.

At the same time, Regulated United Europe began expanding its range of services in line with growing client demand. In response to requests from partners and investors, the company established a new practice area focused on obtaining Electronic Money Institution (EMI) licences in Lithuania. This has enabled the company to offer clients solutions that combine crypto services with traditional financial instruments under European regulation, reaching a higher level of consulting.

The combination of legal precision, practical experience, and strategic participation in global crypto forums enabled Regulated United Europe to solidify its position as one of Estonia’s leading companies specializing in licensing crypto projects and providing comprehensive services in the field of digital finance.

Business Model Transformation in the Era of the Pandemic: A Focus on Online Projects

While the pandemic presented challenges for most companies around the world, it also became a catalyst for transformation and a leap forward in digitalisation for Regulated United Europe. Global restrictions, border closures and the inability to hold face-to-face meetings meant that legal services had to be delivered in a completely different way.

Recognising that international business could no longer function as before, our company swiftly transitioned to a fully online model for providing corporate and legal services. All processes — from company registration and document preparation to consulting and accounting support — were moved into a digital environment. This step preserved the company’s efficiency and elevated client service to a whole new level.

Regulated United Europe was one of the first companies in the market to offer fully remote client support, including online identification, electronic signature of documents, and management of accounting through secure online systems. This solution proved to be a strategic success: clients gained the ability to manage their European structures from anywhere in the world without facing any administrative or logistical barriers.

During this same period, the company also strengthened its digital presence. The corporate website was updated to include new language versions, enabling RUE to reach clients from Europe, Asia, the Middle East, and Latin America. The company also began actively developing corporate social media pages and creating video content that explained the legal, tax and practical aspects of running an international business. These efforts have reinforced Regulated United Europe’s image as a modern, technology-driven legal consultancy fully capable of operating in the global digital economy.

Creation of the Spanish Division and opening of branches in Lithuania and Poland.

The post-pandemic period saw Regulated United Europe actively expand its geographical footprint. After successfully implementing an online service model and strengthening its international client base, the company focused on establishing a strategic presence in key European Union jurisdictions.

In line with its long-term development strategy, Regulated United Europe opened new offices and expanded the scope of its services. At this stage, the company created a Spanish division to support clients from Southern Europe and Latin America. This enabled RUE to provide legal solutions in Spanish and adapt corporate procedures to local market specifics, significantly increasing client trust and improving interaction quality.

Meanwhile, the company reinforced its position in the Baltics by opening a branch in Lithuania, one of Europe’s fastest-growing fintech and cryptocurrency jurisdictions. The Lithuanian office quickly became one of RUE‘s key divisions: the team established itself as a leading consultant on crypto company licensing and obtaining authorisations for Virtual Asset Service Providers (VASPs). Thanks to its in-depth knowledge of national legislation and close collaboration with the Bank of Lithuania, the company has been highly successful in supporting clients planning to launch crypto projects and payment solutions.

Meanwhile, Regulated United Europe opened a branch in Poland, securing a presence in another strategically important EU jurisdiction. The Polish market was a natural continuation of RUE’s expansion — the country has been actively developing legal frameworks for financial technologies and digital assets, making it an attractive destination for international investors.

The team continues to grow, uniting lawyers, accountants, compliance specialists, and analysts from different countries.

The company’s status as one of the region’s leading experts in launching and legally supporting cryptocurrency and fintech projects has been strengthened by the continuous growth of the team, which unites lawyers, accountants, compliance specialists, and analysts from different countries.

The launch of the RUE.EE portal and the opening of the Czech office were key milestones in this development.

Further development of Regulated United Europe was marked by strengthening its international presence and expanding into new EU jurisdictions. The company continued its targeted expansion into countries with progressive approaches to the crypto industry and fintech regulation.

A key milestone in this period was opening a branch in the Czech Republic, where a local office was established with lawyers and consultants specialising in digital finance and EU law. Thanks to its stable legal system and openness to innovation, the Czech Republic quickly became one of the most promising jurisdictions for structuring crypto projects and obtaining licences in line with the forthcoming MiCA Regulation. Regulated United Europe‘s presence in the Czech market enables the company to offer clients a comprehensive range of services, including company registration, documentation preparation, obtaining authorisations from the Czech National Bank, and subsequent compliance support.

Alongside geographic expansion, RUE significantly broadened its range of services. To its traditional areas, the company added consulting and support for projects in the fields of electronic money institutions (EMIs), foreign exchange (Forex), and gambling, enabling RUE to serve a wider range of clients operating in adjacent segments of the financial and digital markets. This step ensured a comprehensive approach to providing legal support for innovative businesses in Europe, securing RUE’s position as a universal consultant for regulation and licensing.

The launch of its own information and analytics portal, RUE.EE, was of particular importance for the company’s further development. This project was one of the company’s most ambitious to date. The portal was designed to be a comprehensive resource, providing up-to-date information on the regulation of cryptocurrencies, fintech, and virtual assets within the European Union. Thanks to the tremendous efforts of the team and the involvement of international specialists, the multilingual website was launched in 14 languages, enabling RUE to reach a broad international audience.

During this period, Regulated United Europe representatives also participated in the SBC Summit Barcelona, one of Europe’s largest forums dedicated to financial technologies, cryptocurrencies and the gaming industry. Participation in the summit enabled the company to strengthen existing partnerships, expand its international network of contacts and establish new collaborations with technology and law firms operating in the fintech and online gaming sectors.

The launch of the RUE.EE portal, the opening of the Czech office and the expansion of practice areas signalled the company’s transition to a new strategic level as an international consultancy combining in-depth legal expertise with modern digital solutions for clients in Europe and beyond.

Present day: MiCA Regulations in the EU

Regulated United Europe‘s current stage of development is closely tied to the implementation of the European Union’s Markets in Crypto-Assets Regulation (MiCA), which came into force in 2025. MiCA has become the key legal framework that will define the future of the crypto industry in Europe. MiCA established unified regulatory standards for all EU member states, marking the transition from national licensing regimes to a pan-European market access system.

For Regulated United Europe’s legal team, the introduction of MiCA represented not just a new area of work, but also a pivotal stage in the company’s evolution. In anticipation of these changes, our team carefully studied the provisions of Regulation (EU) 2023/1114, its accompanying delegated acts, and guidance from the European Banking Authority (EBA) and the European Securities and Markets Authority (ESMA).

Thanks to our systematic approach, accumulated experience and international expertise, we are now fully equipped to provide comprehensive legal support on CASP licensing, MiCA compliance, corporate governance, investor protection and transaction transparency. We assist clients in adapting their internal policies and aligning their corporate structures and documentation with the new standards, while also helping them to establish effective interaction with national regulators.

Recognising that implementing MiCA requires a high level of preparedness and legal precision, the company is placing particular emphasis on improving its specialists’ qualifications. RUE employees regularly undergo training and participate in industry forums, seminars and conferences dedicated to the practical application of MiCA and the development of the European crypto market.

At the same time, the company’s international partner network is expanding rapidly. Today, Regulated United Europe works with legal and consulting firms, banks, fintech solution providers, and technology companies worldwide. This enables us to support clients at every stage of their journey, from company registration to licensing and entry into the European market.

2025 has undoubtedly become a symbol of a new phase of professional growth for Regulated United Europe. We are optimistic about the future, fully prepared for the challenges of the new legal landscape, and committed to strengthening our status as a reliable legal partner for crypto projects operating under European regulation.
